You may be right, but if so I imagine it was for various reasons.

Courtney was racing in Japan last season and then committed early to racing Australian V-8s with SBR, so he was never really in the picture.

Briscoe was recovering from his big accident at Chicagoland for a while, and after that was waiting to hear whether or not he was to going to get an IRL drive with PKV. Once that possibility went away he became available, although he was only contacted on Thursday to drive this weekend! The same for Karl Reindler apparently. Not the best planned operation.

Sequel should be qualifying in the top 10 on the grid
And lets not forget AJ's main purpose for the team was to give young, up & coming, open wheeler drivers a chance at a higher level, so RB & JC would never have been on his list of drivers to call as both have/are contracted to F1 teams, so they hardly need a leg up. Obviously he has changed his mind, or had it changed for him!?

This has been discussed time and time again.
As you saw in the post you quoted, the drivers you mention weren't available earlier on in the season. I'm sure that AJ would like Mark Webber to race for A1GP Australia too, but he's also not available. You can't race drivers who aren't available to race!
