Well technically he has, because he was first across the line. He didn't win it though because Rubens won it, Michael is the technical winner because he crossed the line first.

Or have i just confused myself?

Yeah technically the Austrian race was the only one than he never won. I guess winning on every current track is perhaps a first, but as people say, not a moral achievement.

i think the FIA know what they're going to do already, what very good reason can Ferrari come up with for TGF putting Rubens on the top step?

if they said that Michael was scared of heights and that for safety reasons he put Rubens on the top step.....i think the FIA might let them get away with it . Whatever Michael says usually is good enough for them
