They are not allowed to run at the same height as the FWD cars, its part of the "RWD performance reducing" measures.

Yes - but this was specifically Jelley referring to the fact that they (WSR) don't run as close to the RWD ride height as the FWD cars do to theirs.

all fwd and rwd cars run to the same ride height

you are referring to somehting that was brought in only during the subaru era

Ok that’s news to me.

Although begs the question if the BMW was caught in the same net for these changes initially, why would that then be dropped because a competing car leaves the series?

That is because the change also came at the same time as other measures.

The initial CoG measure was calculated against the BMW and Subaru only. When the Infiniti returned to the series, all other RWD cars had to adjust their CoG to compensate against the Infiniti.

With only one RWD car in the championship, the need for balancing CoG within the RWD class has been eliminated, and the same ride height can be applied across the whole grid again.
