bloggs should be qualifying in the top 10 on the grid

The article says that "The latest tweaks sees all the ballast removed from Holden while 9kg of ballast will be removed from the roof and composite parts will be replaced by steel roof beams in the Mustang." Is this just poor writing or what?

If this Is true, the Mustang Is still being penalized.
