Ferrari has the right to veto any regulation, and has first option on the right to field a third car so in effect they hold a lot of the keys to this idea.

The suggestion of a second tier is being floated around right now as an idea, even Bernie has been involved in comments, and establishing the top five as constructors and a second tier (the pesky three + others like Haas) as a second tier to keep the grid up would reinforce the top five in their positions of power and control. Bernie has even suggested they could run them with cheaper power units for about $30-35 mil a season....

And still earn 40 mil for 10th place. So you can see any idea of sharing the pool is dead. It's all about strengthening the big teams...

This ultimately is what it is all about.

That is not the right question.

The right question is would Lotus / Williams / Force India etc be happy with Ferrari (on any other team) providing another team with their cars.

Lets pretend Mercedes supply two complete cars to Force India (for example), and the Mercedes continues to be the class of the field next season. Front two rows of the grid locked out every single race.

Why would ANY team be happy to let that happen?

There's lots of issues to wade through before any of this happens.

The question was rhetorical, veto aside, as Ferrari would only allow the Ferrari brand, or their intellectual/technical property, to be associated with anyone else, unless it suited them; e.g. current engine deals.
