TommyCarroll should be qualifying in the top 10 on the grid
Is there a charge for my ticket and my guest ticket to camp at Oulton for the BTCC?

I will be heading to Oulton on Friday evening and will be camping in my little one man tent then marshaling Saturday and Sunday . My brother using my guest ticket is arriving mid day Saturday and staying in a separate tent. Will I or my brother be charged for Camping? And will he be able to camp in the marshals area if there is one or will I have to set up in the public area?

Unofficial, but in principle, this should be okay. He might not be able to get onto the marshals' site without you during the day (depending on exactly what passes are required - some tickets say "marshal guest" others just say "complimentary"), but I don't imagine he'll have a problem joining up once you accompany him. Last time I was at Oulton, there was enough room on the marshal's site, so extra tents shouldn't be a problem.

I've never encountered a charge for any marshals' camping, so you should be fine.

Haven't done the BTCC, but for the Gold Cup the marshals were given camping passes from if my memory serves me right, so your camping will certainly free. Can't say whether that's the same for your guest, however.
