Testing two cars at once legal?

There are two teams that are yet to introduce their official 2003 cars, because they are waiting to complete testing on them.

Currently they are using cars which are based on last years designs but have undergone modifications. Everybody knows that the F2002 isn't exactly the same as last years car, and the McLaren has also been changed. One can assume that these changes were tested.

Yet these two teams are soon to introduce new cars - (which have also been tested, ofcourse). But tested on whose time? That of the teams? Or the cars'?

Is this a way of extending the overall improvement a team can make, assuming they have the money to run two development programs? And isn't this increasing the amount of testing(development) time overall?

You are allowed to test what you want as much as you want. Unless you have signed up to Friday's extra sessions or during a testing ban (normally at the end of the year for a few weeks).

Teams like Ferrari and McLaren can test as much as they can, so, yeah, they can test from 9 am to 5 pm every allowed day...

Probably more than that for Ferrari, with them having their own circuit.
