1999 ST rule changes?

In 1999 the aero kits seemed to get a bit more wilder (like the Vauxhall & Ford) than from previous years and the front guards seemed to be cut away where they went over the wheel. Where the rule's changed for some reason (maybe pit-stops in the case of the guards) or where loopholes in the rules found etc....

I believe the front wheel arches were altered to reduce the chance of tyre damage (during contact etc.). The pitstops probably also played a part - it's no good if a difficult arch causes a few seconds to be lost!

As well, wasn't it also exposed that BMW had been very slightly widening the wheel arches for their cars as well. I don't know how long they had been (illegally??) doing it? But BMW did it more for aerodyanmics gains than tire changing ones. Does anyone recall this?
