No it wouldn't. They are still discreet ratios.

I heard this interview live. He was directly asked about it and gave a dismisive answer to the interviewer who asked whether it would be done by a man with a sprinkler. As something to pay attention to I would rate that interview as 0.1.

As for the support. I think certain fans have been suggesting this for ages. Obviously they can't be to blame, just as they aren't for short life pirelli tyres, moveable wings, team orders and 20 race calandars. What F1 actually needs to do is not listen to the fans.
