It means Laughing Out Loud.
And since you didn't know that, I assume you're not very familiar with what is refered to as "Netiquette", meaning "Internet Etiquette". "Proper Netiquette" consists of many things, such as excessive use of the shift key or engaging the caps lock is considered to be SHOUTING or SCREAMING, among other things. I know most people that put the caps lock on are just being lazy, but most people consider it to be screaming, and think you're mad about something. So unless you are mad about something, how about using less caps? |

According to the Official NASCAR Rule Book, Rule 12-4-A, "actions deemed as detrimental to stock car racing", NASCAR should be fined and put on probation.
