blaffer should be qualifying in the top 10 on the grid
Summer testing

Alonso tested the Ferrari F10"B" at Fiorano last Friday, as can be seen in this clip. It seems Ferrari took advantage of a rule that allows teams to test for 'promotional reasons' in the course of the season.

Are there any 'officials' controlling these tests (maximum number of miles/laps, types of tyres used, etc...), or could it be that the 'promotional argument' is used too easily to circumvent the in-season testing ban?

I would've thought there'd be some pretty tight rules in regards to this. I'm sure you can only use certain hard tyres etc.

Isn't the rule like teams are limited to 100km for promotional reasons and they have to run on hard grooved tires?

Lotus were allowed by the fia to demo the car at Snetterton using it as a shakedown for Valencia. When doing promotional runs the teams have to use a super hard tyre which isnt used at any race weekends.
