GT4 - Who's building it?

Recently there was the announcement that BMW Motorsport had homologated the M3 for the FIA GT4 championship. But does that also mean they are going to develop it? Because I've seen hints at both BMW Motorsport development as G&A development (the Belgian Squad who did the Z4), but no clear messages really. Does anybody know more about this?

On that same note, Paul van Splunteren's team is developing the Porsche 997 GT4, but now there are also newsitems popping up about Speedlover doing the same. Didn't FIA grant one team the right to develop an official GT4 car of a certain make/model? Or is it that anybody can develop the car, after which the FIA chooses the car that will be allowed in the championship?
