When is homologated, homologated?

I can't see a thread about 888's complaint, please feel free to merge or delete as appropriate.

What's the line between a piece of race tape and an extra piece of CF epoxied to a supposedly homologated aero part? Will the teams be out with extra wings glued to the car next time, if they can apparently change the aero as they wish? Anyway, it's a surprise that 888 presumably don't have this, if everyone else does? If the grills have been blocked off for 5-10 years certainly 888's protest wouldn't seem very credible?
