Today while spending a day completely immersed in cars and other wheeled and powered vehicles at the Toronto Car Show, I happened by the Subaru Section and along with the "Show Car" 555 Subaru Rally Car, they were showing a film of a rally from inside the car, and superimposed on the screen as the navigator was reciting was a series of heiroglyphics that were, I finally realised, the Pace Notes.

Does anyone know if this is a standardized set of symbols, and if so, who made it up and how did it become The Way It's Done?

Pace notes are not standardised. It comes down to what the navigator and driver want. The navigator writes down, in a way they can interpret, what the driver wants to hear.

Some things are reasonably consistent between some. For instance systems for corner types. Some, like McRae I think, likes to hear gears for the corner type.
