F1 test teams - why don't all teams use them?

I've been looking at some F1 stuff over the weekend and its amazing the workload Ferrari achieve on a weekly basis. They've had Badoer and Burti pounding round all week.

Renault and William's have been out at Silverstone - even BAR have had Davidson out to coax some more speed out of their old donkey.

Yet the other teams are all sat on their hands - EJ seriously expects to be challenging for 4th place this year- yet he has no test drivers and no seperate test team.

Maybe all teams should look at diverting some budget into seperate test teams - there are plenty of quick young drivers available for testing.

I know Ferrari are an exception but if BAR can afford a test team of some sort surely others on the grid can and would surely benefit?

Actually most F1 team do have a separate test teams, including Jordan.

Not all teams have the budget to have a test team and a race team.

I think it is a matter of money, or the lack there of. The mega-budget teams are afforded all kinds of luxuries that these other teams would love to have. It is amazing to me that teams outside of Ferrari, Williams, or Mclaren can even come close considering the large gap in budgets.

Ferrari, Renault and Toyota could certainly afford to run seperate test teams as they have plenty of money.

Williams and McLaren can because they are a big-budget team.

The rest struggle (except perhaps BAR) to make ends meet most of the time, so rely on their regular drivers, or hire just the one test driver to carry out most of the development.
