A better idea would be to sell RECs for the Development Series and have as a part of owning a DVS REC that you have to enter the REC in the 1000 with your nominated lead driver.
That would increase the grid, and likely bring back a great sprinkling of internationals.

I think the problem being the budget for doing the 1000 isn't that different to the budget for the rest of the season, so it isn't as simple as you might think for most teams.
This year the coverage was really poor in showing teams that were not up the front, so the argument for TV coverage is a difficult one to make!

From his drives in GT he should do a good job in Super 2 especially if he is with Eggleston. I am not sure if it is possible but a wildcard entry in the enduro series with Dom and Will Brown would be interesting to see. They could upset a few main game teams/drivers.
