He even had them before the F2 season started. He has lots of points by finishing in the top positions of the championships he ran for the past few years. There seems to be a problem with the uploading of files, but what I have on record after the end of 2019: * Nyck de Vries = 78 points * Robert Schwarzman = 69 * Luca Ghiotto = 66 * Artem Markelov = 60 * Sergio Camara = 50 * Marcus Amrstrong = 50 * Christian Lundgaard = 46 * Juri Vips = 42 * Jack Aitken = 40 -- That would mean even Camara and Vips are eligible, and both are Red Bull-connected. Funny thing for Ferrari: of the 5 juniors they have in F2 now, those with the least (F2-)experience have the required points, those with the most don't (Alesi, Schumacher), and neither does Illot.
