Well Saab and Volvo as well as the flexifuel engine of Ford are designed for bio-ethanol. So yes, there are some modifications to the engine, and in those cases it does produce extra HP.
But there is another thing to remind. The current bio-ethanol or E85 is a mix of 85% ethanol and 15% normal fuel. Eklund is even going to use this fuel in the Swedish championship. He will be running on normal fuel in the ERC.
Saab has also develloped an engine capable of using 100% ethanol.

And by 2008, the FIA has decided that all WTCC cars must run on the E85 bio-ethanol fuel.
