BTCC with only BTC-Production regs

I've been reading Alex Burnham's 60 Seasons and at the end of the section covering the 2003 BTCC, he claims it's possible the BTCC could have flourished with only the Production Class regs. Could have at least allowed healthier grids than the BTC-Touring regs, at least until Super 2000 cars were allowed.
