Who are the infamous '28'?

I have checked around our threads for the following info, plus a few other sites (including the FIA which is about as interesting as watching a GP) - to no apparent avail.

So, WHO are 28 members of the FIA's 'grand prix division' who are attending this crunch summit meeting at Heathrow?

1. Apparantly, it comprises the 'haves' and the 'have nots'. Who is considered to be in each camp?

2. Is there a 'front row' and 'second row' round the table, or do all have an equal say?

3. 18 must agree in order to pass a motion (well, I can decide to do that all on my own! ) so is the power-base rigged?

4. And, who represents us the 'punters'?

Anyone know the answers or where to find them?

In order for these to get through the Commission a majority of 18 votes is needed from the 26 available. The Commission is made up of the FIA President, Bernie Ecclestone, the Commercial Rights Holder, the team bosses have 12 votes between them. There are two votes for sponsors (Exxon Mobil and Marlboro), one vote for the tire companies (Bridgestone), one vote for the engine manufacturers (Martin Whitaker of Ford) and eight votes for the race promoters: four from European races and four from non-European events.

The voting is complicated by the fact that there are not 12 teams. At the moment Prost is gone and Toyota does not have any voting rights. This means that in theory there are 10 teams. It is arguable as to whether Arrows still has a vote. The catch is that the 12 votes go with the majority so that if seven teams are in favor of change then the 12 votes will go in favor of a change. Without Arrows however things are very different as it would take only five teams to have the necessary majority. So five votes translates to 12 votes and all that is needed is six other votes in order for a motion to be passed.

Where it gets really complicated is that the teams vote 'as one' and carry the 12 votes between them. Therefore if enough (as few as five) of the nine current teams are in favour of a proposal the entire 12 votes goes in its favour.

I can see this thing getting very sticky, as it goes against the concord agreement which stipulates that there needs to be unanimous agreement on rules changes. However, there only needs to be a very few select teams to not accept these rules changes viz. Ferrari, McLaren, Williams, Renault for these guys to decide to pull out of F1 and the whole F1 circus becomes extinct because they will lose viewers by the zillions. To be honest, even if Bernie gets the votes, he could still lose. I cannot see many of the teams agreeing to the drivier swapping idea.
Now, what I'd like to know is whether the vote will be on all 9 rules changes as a block, or whether each rule change proposal will be voted on separately.

If the teams didn't vote as one then I suppose nothing would get passed., and it effectively gives them more power as well.After all, they're the ones who actually race the cars in the first place.

Do you just get the feeling of stalemate from this?

The closer it gets, the more I'm looking forward to hearing what Bernie and Max really had up their sleeves with this 9-point plan...I'm betting it's something great! (and completely unexpected)
