How come they only ran 2 sets of heats? Were they late starting in the morning or what happened?

there was a few accidents that took a while to clean up and then there was very thick fog so i would think that would be the reason although i felt taking the chance there weren't going to be any more incidents i thought there was time for another round of heats . . . .
