Who are the infamous '28'?

I have checked around our threads for the following info, plus a few other sites (including the FIA which is about as interesting as watching a GP) - to no apparent avail.

So, WHO are 28 members of the FIA's 'grand prix division' who are attending this crunch summit meeting at Heathrow?

1. Apparantly, it comprises the 'haves' and the 'have nots'. Who is considered to be in each camp?

2. Is there a 'front row' and 'second row' round the table, or do all have an equal say?

3. 18 must agree in order to pass a motion (well, I can decide to do that all on my own! ) so is the power-base rigged?

4. And, who represents us the 'punters'?

Anyone know the answers or where to find them?
