i would like to start marshalling at bike meeting, who do i contact

It depends on which circuits you are able to marshal at. There is a New Era meeting at Oulton Park on 19 July and if you're interested I could give you contact details.
There is also NorthGloucester NGRoadRacing which maybe nearer to you - they also have a meeting at Donington on 19 July. However, if you're interested in marshalling at BSB, MotoGP and WSB you need to contact Racesafe again for details. Hope this helps.
