Total waste of time in my opinion.

Find a town which almost dead way out of Sydney with a train line close by, meet with the council to bring the track back to life, then build a track 10km out of town with a watertight agreement on the long term future of a facility.
If everyone pulled together this would be far more likely than a track in Sydney.
One track in Sydney - booked out for a large portion of the year unless you wanna go for a mid-week blast, and even then it's difficult to get dates. And when you can, you find out the hiring fee has gone up nearly 50% on what it was in 2009.....

Bathurst is open to general racers only a couple of times a year, i'd hardly call it "available". One of the meets is Drive/Sprint Bathurst - which is quite expensive to enter, and it's basically a supersprint. FOSC have their meeting during Easter, but again, it's limited as to what you can race.

OK happiness... How many days do you expect to drive per year? 5-10 days is what is expected for your average punter.
EC has open days once per month for $95. Cheap driving in my book
Irace has 3 event per hear there. If your into historic racing, ask about a class for the historics for their series. That will be an additional 3 weekends per year.
The 6hr open race in November which is just that. Any car with a team of 4 cars/drivers.
Just these days alone is more than enough for your average punter.
If this isnt enough head down to Wakefield as they offer similar services but with thier own series for anyone to enter.

AS for Bathurst you will need to do your homework as there are plenty of options there also. Festival of sporting cars, saloon cars can run in a few weeks. Register a production car,improved production or sports car and the glass is far from half empty. Infact its almost full.
The Bathurst drive is expensive but building and racing cars is in general..expensive so if you cant afford to play, dont complain, go and take photo's/video or be an official! Thats what I do when the budget is empty.
