It is a new circuit in Western Australia which will host a round of Formula Nippon this year and maybe a JGTC race. http://www.formulanippon.com.au/

I don't know about the Malaysian race but if the Australian round didn't have a chance of still going ahead they would have said something one of the following webpages.

Toranosuke Takagi will return to F. Nippon this year with team Cerumo, but with a proper structure called "Takagi Planning".

In the official Formula Nippon website says there was recently a private test sessions at Suzuka made by teams Nakajima, 5zigen, Cerumo (Takagi Planning) and Dandelion.
The drivers who tested were Toranosuke Takagi (Cerumo), Takashi Kogure (Nakajima), André Lotterer (Nakajima), Tsugio Matsuda (5zigen), Richard Lyons (Dandelion), Naoki Hattori (Dandelion) and an unknown Irish driver who tested for Dandelion too (his photo is here; help me to identify this driver!). No lap times were reported. |

That was Emmett Queenan - the test was part of his prize for winning the Formula Ireland Championship last year. |
